Assess the situation from a safe distance: Before approaching the black lump, observe the surroundings and make sure there are no immediate dangers such as traffic or other hazards.

Check for signs of distress or injury: If it is safe to do so, get closer to the black lump and try to identify the moving object. It could be an injured or stranded animal.

Contact local animal authorities: If it is an animal and it seems to be in need of help, call your local animal control or animal welfare organization. They will be able to dispatch someone to assist or advise you on the best course of action.
